 Announcement on the Pilot Implementation of Classification Management Measures for Imported Food and Drug Substances

To continuously optimize the business environment at ports and support the development of import trade in food and medicinal substances, the General Administration of Customs, the National Health Commission, the State Administration for Market Regulation, and the National Medical Products Administration have decided to implement classified management for the import of certain food and medicinal substances on a trial basis. The relevant matters are hereby announced as follows: 

1. Pilot implementation of list-based management for imported food and drug substances, with dynamic updates. For details, please refer to the "List of Pilot Imported Food and Drug Substances Subject to Categorized Supervision" (see the attachment). 

For the imported food and drug substances under the pilot program, enterprises must operate in strict compliance with laws and regulations and in good faith. When handling import customs clearance procedures, they should clearly declare the intended use of the products and assume the responsibility of truthful declaration in accordance with the law. For the commodities listed in the "List of Imported Food and Drug Substances Subject to Categorized Supervision under the Pilot Program", if declared for medicinal use upon import, an "Import Drug Clearance Document" must be submitted; if declared for other uses, submission of the "Import Drug Clearance Document" is exempted. 

The General Administration of Customs, the State Administration for Market Regulation and the National Medical Products Administration shall, within their respective duties, strengthen supervision over the import, operation and processing of imported food and drug substances in accordance with the relevant requirements for food and drugs, and urge enterprises to operate in compliance with the law. Except for using the imported food and drug substances for medicinal purposes as raw materials for health food, the importing enterprises shall not change the purpose of the goods. Enterprises or individuals who sell the goods for non-declared purposes shall be dealt with. 

The General Administration of Customs, the National Health Commission, the State Administration for Market Regulation and the National Medical Products Administration shall establish an information sharing mechanism on food safety national standards and supervision among the departments. Where any suspected criminal offense is found, legal responsibility shall be pursued in accordance with the law. 

This announcement shall come into effect as of the date of its release. 

This is hereby announced.
