Announcement of the Ministry of Commerce and Other Four Departments on Adjusting the "Management Catalogue for Exporting Precursor Chemicals to Specific Countries (Regions)" and the "Catalogue of Specific Countries (Regions)"

To further improve the management of the export of precursor chemicals for drug production, in accordance with the "Interim Management Regulations for the Export of Precursor Chemicals for Drug Production to Specific Countries (Regions)", the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration have decided to adjust the "Management Catalogue for the Export of Precursor Chemicals for Drug Production to Specific Countries (Regions)" and the "Specific Countries (Regions) Catalogue". The United States, Mexico, and Canada have been added to the "Specific Countries (Regions) Catalogue", and 13 types of precursor chemicals for drug production specifically for these three countries have been separately added. 

The adjusted "Management Catalogue for the Export of Precursors of Illicit Drugs to Specific Countries (Regions)" and "Specific Countries (Regions) Catalogue" are hereby announced. As of the date of this announcement, for the export of the chemicals listed in Part 1 of Annex 1 to the United States, Mexico, and Canada, a license application should be made in accordance with the "Interim Management Regulations for the Export of Precursors of Illicit Drugs to Specific Countries (Regions)", while exports to other countries (regions) do not require a license application.
