 Announcement on Inspection and Hygiene Requirements for Imported Wild Aquatic Products from Iceland

In accordance with the laws and regulations of our country and the inspection and hygiene requirements for wild aquatic products imported from Iceland stipulated by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the "Chinese side") and the Ministry of Industry of the Republic of Iceland (hereinafter referred to as the "Icelandic side"), starting from now on, wild aquatic products from Iceland that meet the following requirements are permitted for import: 

I. Basis for Inspection and Quarantine 

(1) The "Food Safety Law of the People's Republic of China" and its implementing regulations, the "Law of the People's Republic of China on the Entry-Exit Inspection and Quarantine of Animals and Plants" and its implementing regulations, and the "Law of the People's Republic of China on the Inspection and Quarantine of Import and Export Commodities" and its implementing regulations. 

(2) "Measures for the Administration of Food Safety in Import and Export of the People's Republic of China" and "Regulations on the Registration of Overseas Food Production Enterprises for Import in the People's Republic of China". 

(3) "Agreement between the General Administration of Customs of the People's Republic of China and the Ministry of Industry of the Republic of Iceland on Inspection and Hygiene Requirements for Wild Aquatic Products Exported from Iceland to China" (hereinafter referred to as the "Agreement"). 

II. Scope of Imported Products 

Wild aquatic products refer to aquatic animal products and their products obtained through wild fishing or other means for human consumption, as well as aquatic algae products and their products. They do not include amphibians, reptiles, aquatic mammals, species listed in the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the China National Key Protected Wildlife Species List, live aquatic animals and aquatic animal and plant breeding materials. 

III. Requirements of the Manufacturing Enterprises 

The enterprises exporting wild aquatic products to China (including those engaged in production, processing and storage) should be officially approved by Iceland and be subject to its supervision. The production enterprises must meet the veterinary and public health requirements of both China and Iceland. 

The enterprises exporting wild aquatic products to China should be registered by the ice industry to the Chinese side. Without registration, they are not allowed to export to China. 

IV. Requirements for Imported Products 

The ice manufacturer must ensure that the wild aquatic products exported to China meet the following conditions: 

(1) Obtained through legal fishing in domestic or international waters. 

(2) Neither the raw materials nor the products have experienced any of the issues listed below: 

The export of wild aquatic products from Iceland to China, or the intention to do so, seriously violates China's relevant food safety laws and regulations as well as the provisions of the Protocol. 

2. In Iceland, there have been occurrences of aquatic animal diseases listed in the "List of Animal Quarantine Diseases for Entry into the People's Republic of China" (hereinafter referred to as the "List") and those stipulated by the World Organization for Animal Health (WOAH), which must be reported under the "Protocol". These diseases have seriously affected the safety of imported wild aquatic products. 

3. In Iceland, any major food safety incident related to the products or enterprises covered by the Protocol that may affect the safety of wild aquatic products exported to China shall be reported promptly. 

(3) No drugs or additives prohibited in China and Iceland were used directly or indirectly. The drugs or additives that are restricted or permitted in China were used in accordance with regulations. 

(4) After inspection and quarantine by the competent authorities, no pathogenic microorganisms, toxic or harmful substances, or foreign objects listed in Chinese laws and regulations were found. No infectious diseases, parasitic diseases, or aquatic animal diseases specified in the "List" and required to be reported as stipulated by WOAH were detected. 

(5) The entire production process (including fishing, receiving, production processing, packaging, storage, transportation, transshipment and export) must comply with China's safety and health requirements as well as the traceability requirements. 

(6) The packaging and labeling of the product shall comply with the Chinese food safety standards and requirements. 

V. Certificate Requirements 

Bingfang is responsible for conducting inspection and quarantine on wild aquatic products exported to China in accordance with the requirements of the Chinese side. For each batch of wild aquatic products exported to China, it will issue a health certificate confirmed by both parties, certifying that the batch of products complies with the relevant regulations of China's food safety laws and regulations. The certificate should be printed in at least Chinese and English (the English language is mandatory when filling out the certificate). 

The health certificate should fully include the information of the enterprises that produce wild aquatic products for export to China. The ice company should promptly provide the certificate sample and the official seal to the Chinese side for record. If there are any changes, the ice company should notify the Chinese side at least one month before the change takes effect. 

VI. Other Requirements 

The Chinese customs will conduct inspection and quarantine on wild aquatic products imported to China in accordance with Chinese laws and regulations and the Protocol. 

For products that do not meet the requirements of the Protocol, destruction, return or other handling measures will be implemented. For enterprises that are found to have serious problems with their products or repeatedly violate the provisions of the Protocol, China will take measures such as strengthening inspection and quarantine or suspending imports.
