Announcement on the Relevant Requirements for the Storage and Transportation of Imported Bulk Edible Vegetable Oil
General Administration of Customs Announcement No. 147 of 2025 (Announcement on Requirements for Storage and Transportation of Imported Bulk Edible Vegetable Oil)
Since the implementation of the "Hygienic Requirements for Bulk Transportation of Edible Vegetable Oils" (GB 44917) in February 2025, a large number of edible vegetable oil import and export enterprises have earnestly implemented the relevant requirements, effectively ensuring the quality and safety of imported bulk edible vegetable oil. To further strengthen the full-chain supervision of imported edible vegetable oil, standardize and strengthen the storage and transportation management of imported bulk edible vegetable oil, and压实 the main responsibility of food production and operation enterprises, in accordance with the laws and regulations of the "People's Republic of China Customs Law" and the "People's Republic of China Food Safety Law", and referring to the "Storage and Transportation Operating Procedures for Bulk Edible Oils" (CXC 36) of the International Food Code Committee, the following requirements for the storage and transportation of imported bulk edible vegetable oil and the declaration at the port are emphasized and clarified as follows:
1. The storage tanks and transportation containers for imported bulk edible vegetable oil should be made of inert materials that do not react with edible vegetable oil and are suitable for contact with food. Stainless steel materials are the most suitable. Copper and its alloy materials shall not be used to store imported bulk edible vegetable oil.
2. The international transportation storage tanks and containers for imported bulk edible vegetable oil should be kept clean and hygienic, and undergo regular cleaning and maintenance checks. The materials of the storage tanks, transportation containers, auxiliary oil pipelines, pipe fittings, valves, sealing components, heating coils, etc. should comply with the requirements of the "Storage and Transportation Operating Procedures for Bulk Edible Oils" (CXC 36).
3. If imported bulk edible vegetable oil is transported using containers such as containers and liquid bags, the one-time containers should be made of clean, clean, non-toxic, harmless, and directly contactable food materials. They should be used only once and not reused.
4. The importers or agents of imported bulk edible vegetable oil or their agents should supervise the international transportation carriers to follow the requirements of the "Storage and Transportation Operating Procedures for Bulk Edible Oils" (CXC 36). The storage tanks (warehouses) that have previously transported goods need to be food or the items listed in the "List of Acceptable Previously Transported Goods under the Codex Alimentarius" (Annex 1). They shall not use the storage tanks (warehouses) that previously transported items listed in the "List of Prohibited Recently Transported Goods under the Codex Alimentarius" (Annex 2). For imported bulk edible vegetable oil transported using non-one-time containers, domestic importers or agents shall provide at least the previous three voyages' cargo lists when declaring for import.
5. If imported bulk edible vegetable oil needs to be replaced with a transportation tool or container during transportation from the port to the destination, or if it is transferred within the special customs supervision area, bonded supervision site, or after production and processing and re-imported, it shall be transported by domestic carriers with corresponding qualifications using dedicated transportation tools or containers that comply with the requirements of the "Hygienic Requirements for Bulk Transportation of Edible Vegetable Oils" (GB 44917).
This announcement shall come into effect as of the date of its release. The original "Announcement No. 80 of the State Quality Supervision and Inspection Administration of the People's Republic of China on Requirements for Transportation Tools for Imported Bulk Edible Vegetable Oil" (2012) is simultaneously abolished.
