（1） Production, storage, and transportation.

1. Processing enterprises should establish a good hazard analysis and critical control point (HACCP) system, production quality management system, traceability management system, and effectively operate them, or implement management according to their concepts. Kazakhstan should implement effective supervision over processing enterprises to ensure that the raw materials and finished products stored, processed, and transported in China meet the following requirements:

- Having relatively closed and independent spaces;

Take effective measures to prevent rodent, insect, and bird contamination.

2. Processing enterprises should strengthen hygiene control over raw and auxiliary materials, production and processing, warehousing, transportation, and other links to avoid contamination of meal/cake by soil, animal carcasses, animal excrement, feathers, and other pollutants. Toxic and harmful substances and any animal derived ingredients should not be added.

3. Chinese meal/cake can be transported in bulk or packaged. For packaging transportation, the packaging used should be used for the first time, clean and hygienic, and free from harmful organisms and toxic substances. Transport vehicles should be thoroughly cleaned and disinfected if necessary.

4. There should be at least one mark in the container or ship (such as bulk shipping) loaded with Chinese meal/cake, indicating the name of the processing enterprise, registration number, and the Chinese and English words "Kazakhstan Sunflower seed seed meal (cake)/safflower seed meal (cake)/soybean meal (cake)/flaxseed meal (cake) is exported to the China". The product labels of imported Chinese meal/cake should comply with the requirements of the Chinese national standard "Feed Labels" (GB 10648).
