Recently, a batch of hairy crabs with a total weight of 1 ton, produced in Yixing City, Jiangsu Province, were transported overseas by cargo flights from Kunming Changshui International Airport after passing the inspection of Kunming Changshui Airport under Kunming Customs. This is the first batch of hairy crabs exported at Kunming Changshui International Airport this year.

Cao Qingqing, the head of Changzhou Baiyinge Agricultural Development Co., Ltd., the exporter, introduced: "Hairy crabs are fresh products, and we are most worried about the customs clearance timeliness. Kunming Changshui Airport Customs instructed us to adopt the 'declaration in advance' mode, declare to Nanjing Customs in Jiangsu, the place of origin, to complete the territorial quarantine, and then declare to Kunming Changshui Airport Customs after obtaining the electronic ledger. After the goods arrive at the supervision place of Kunming Changshui International Airport, they can achieve rapid customs clearance, which brings us great convenience."

The "early declaration" model is a reform measure launched by the customs to improve the level of customs clearance facilitation in combination with the actual supervision and enterprise needs. In this mode, with the approval of the customs, after obtaining the bill of lading or manifest data, the import and export enterprises can, on the basis of confirming that the name, specification, quantity and other information of the import and export goods are correct, go through the customs declaration formalities with the customs in advance after the import goods are shipped, before they arrive at the port, or within 3 days before the export goods are transported into the customs supervised workplace, effectively saving the enterprise time and operating costs.

Lei Yonggang, the chief of the Customs Comprehensive Business Section of Kunming Changshui Airport, introduced that the customs actively guided enterprises to use "early declaration" and other customs clearance facilitation measures, establish and improve the communication and coordination mechanism with the customs of origin, guide enterprises to complete the territorial inspection in advance, and set up a special window for fresh and perishable agricultural products in the customs clearance link to carry out the "7 × 24-hour "booking customs clearance service to ensure timely customs clearance of products on weekends and holidays. In view of the high timeliness requirements of hairy crabs' transportation, priority should be given to inspection, so as to ensure the "inspection upon arrival" of goods and shorten the detention time of goods.
