General Administration of Customs Announcement No. 76 of 2024 (Announcement on Inspection and Quarantine Requirements for Imported Polish Beans)
According to the relevant laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Poland on the inspection and quarantine requirements of Polish beans exported to China, from now on, Polish beans that meet the following relevant requirements are allowed to import:
I. Basis for inspection and quarantine
(1) The Biosafety Law of the People's Republic of China;
(2) The Entry-Exit Animal and Plant Quarantine Law of the People's Republic of China and the Regulations for its implementation;
(3) The Food Safety Law of the People's Republic of China and its implementing regulations;
(4) The Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing Regulations;
(5) The Measures for the Supervision and Administration of Entry-Exit Grain Inspection and Quarantine;
(6) The Measures of the People's Republic of China for the Administration of Import and Export Food Safety;
(7) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Poland on Inspection and Quarantine Requirements for Polish beans exported to China.
2. Names of goods allowed to enter the country
Phaseolus vulgaris (Phaseolus Vulgaris L.) seeds grown and processed in Poland for direct consumption or food processing.
3. Permissible origin
All over Poland.
4. Enterprise registration
The beans exported to China shall come from the production, processing and storage enterprises approved by the Polish State Plant Health and Seed Inspection Service (hereinafter referred to as Poland). The production, processing and storage enterprises shall be recommended by the Polish side to the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side), and shall be registered after the inspection or examination by the Chinese side, and shall be published and dynamically updated on the Chinese website.
5. Pests of concern
The following quarantine pests shall not be carried on imported beans to China:
1. Apple stem grooving virus. Apple stem grooving virus

6. Pre-shipment requirements
(1) Production requirements.
1. Poland should guide bean production enterprises to implement good agricultural practices and establish a comprehensive pest control system.
2. Poland should establish an effective traceability management system to ensure that exported beans come from sources that meet China's requirements.
3. Polish side shall supervise enterprises to screen and clean, effectively remove deformed, broken, diseased particles, plant residues, weed seeds, etc.
(2) Packing and transportation requirements.
Beans exported to China are transported in the form of packaging, which is packed with clean and new materials that meet the requirements of the Chinese side. Each package shall be marked with the words "This product is exported to the People's Republic of China" (the product is exported to the People's Republic of China) and information such as product name, origin, name of production and processing enterprise, registration number and address.
The transportation of beans to China shall meet the requirements of hygiene and epidemic prevention, and thorough inspection shall be carried out before shipment to prevent the mixing of harmful organisms.
(3) Product requirements.
Beans imported into China shall comply with China's plant quarantine laws and regulations and national food safety standards, and shall not contain quarantine pests of concern to China, soil and other live insects, and shall not be mixed with other impurities, such as weed seeds, plant residues and gravel.
(4) Pre-export inspection and quarantine and certificate requirements.
Before export, Poland shall conduct inspection and quarantine of beans exported to China. For goods that meet the requirements, a phytosanitary certificate shall be issued in accordance with the International Standard for Phytosanitary Measures (ISPM) No. 12 Phytosanitary Certificate Guidelines. And in the additional statement noted "This consignment meets requirement of the Protocol of phytosanitary requirements applicable to the export of beans (Phaseolus vulgaris L.) from the Republic of Poland to the People's Republic of China and is free of any quarantine pest concerned to the People's Republic of China "[The shipment complies with the Protocol on Phytosanitary requirements for the export of Polish Phaseolus vulgaris L. to China, Do not carry quarantine pests of concern to China], and indicate the processing enterprise of the goods and its registration number, exporter information, etc.
If live insects are found in beans exported to China, effective quarantine treatment should be carried out before export, and the treatment method, time, temperature, medicine and other information should be indicated in the phytosanitary certificate.
Entry inspection and quarantine
When beans exported to China arrive at the entry ports of China, the Chinese Customs shall conduct inspection and quarantine in accordance with the following requirements.
(1) Verification of documents.
1. Check whether the "Entry Plant and Animal Quarantine Permit" has been obtained.
2. Check whether it is from a registered enterprise.
3. Verify that the accompanying phytosanitary certificate is genuine and valid.
(2) Cargo inspection.
1. In accordance with relevant laws, administrative regulations, rules and other provisions, combined with the requirements of this announcement, the inspection and quarantine of imported beans shall be carried out. Those who pass the inspection and quarantine shall be allowed to enter the country.
2. Green beans shall be inspected and quarantined in the supervision places designated by the Chinese Customs.
(3) unqualified treatment.
1. Those without plant quarantine certificates shall be returned or destroyed.
2. Where a live quarantine pest or other living pest of concern to China is found and effective treatment methods are available, treatment shall be carried out; If there is no effective treatment method, it shall be returned or destroyed.
3. If it is found that it does not meet the national food safety standards of China, it shall be returned or destroyed.
4. If impurities such as soil, plant residues and sand gravel are found, they shall be treated harmlessly, returned or destroyed in accordance with relevant laws and regulations.
If the above unqualified situation is found, the Chinese side will inform the Polish side and, depending on the severity of the unqualified situation, take measures to suspend the export of relevant enterprises until the suspension of the export of Polish beans to China.
